Attach label on Arrow

Is thee an easy way to have a label attach to my arrow?
for example I have an up arrow, and I want to put a message in a small label visible on teh chart next to the arrow

Every type of object has description, but it appears when you hover with the mouse, just like a tooltip. Arrow objects are whatever they are - something like simplified icons, but they don't have labels. If you have labels, these are another kind of objects, but they are not part of arrows.
