How to program this strategy.

Hello,

I am looking to program this strategy. Here is a rough first look at it. Anyone care to help?

Blocks are 5 (1 min, for ease of explanation) candles long.

Each block starts in 5 min intervals. EG. 00:00 – 00:05; 00:06 – 00:10

Note the majority of the 1st block, are there more Bear candles or more bull candles?
The first trade will be on the 1st candle of the second block 0:06.
The direction will be the whatever the majority (Bull or bear) of the 1st block.
The strategy starts again at 0:10
