EA not placing Buy Order

I am trying to build EA that create buy order when in Red and Green (also Green and red) candle make pair an 0 candle break high of highest from last 2 candle then place buy order. but its not working

this condition works perfectly with sl and tp target but somehow its now placing order for this condition.

Your logic is correct. If this the complete EA or just a part of it?
