MA above RSI indicator levels

Hello. Is it possible to have the MA indicator recognize 30 and 70 level of RSI indicator and give arrow signal? Red line is MA but 30 and 70 level belong to RSI.

Only with a indicator that works in the rsi levels

No I mean MA needs to be read at whatever level it is on the RSI scale.
